IFC Import vs IFC Open
It is encouraged you reference IFC's instead if importing them. Importing an IFC into a DGN creates new elements that cannot be updated when revisions to the IFC are made. The rational being the IFC is a model from another discipline that is routinely updated throughout the life of the project.
